1999年に設立。2006年日本初のNPO法人のプロフェッショナル吹奏楽団となり、2011年に豊能町教育委員会と「教育・文化・芸術等の振興」に関する協定を結び、豊能町立ユーベルホールを本拠地として活動している。

　いずみホールでの「定期演奏会」を中心に、吹奏楽の新たな可能性を追求し続け、様々なレパートリーを意欲的に取り入れた演奏会を多数企画・実施。毎年文化の日に服部緑地野外音楽堂で無料開催している「秋の音楽会」には2000人を超える聴衆が集まっている。

　また、CDレコーディングも積極的に行い、「オオサカン・ライブ・コレクション」や「ええとこどり」シリーズなどが、「月刊レコード芸術」誌において特選盤に選ばれるなど高い評価を受けており、リリースしたCDの枚数は50枚を超えている。さらに2014年、世界最大のレパートリーを誇るクラシック音楽レーベルNAXOS（ナクソス）より日本の吹奏楽団として初めてＣＤがリリースされる。

　2009年に初の海外公演となるアメリカ・シンシナティ音楽院で開催された「第14回世界吹奏楽大会(WASBE)」にアジア代表として出演。

　2018年5月に開催される、吹奏楽指導者を対象とした日本最大の総合クリニック「第49回日本吹奏楽指導者クリニック」のファイナルコンサートへの出演が決定している。

　2005年より元大阪市音楽団団長の木村吉宏氏が音楽監督に、2011年からオリタノボッタ氏がミュージックアドバイザーに、2013年からヤン・ヴァンデルロースト氏が首席客演指揮者に、2018年1月に松尾共哲が正指揮者に就任。

　2019年には楽団創立20周年を迎え、世界的にもその活躍に注目が集まる交響吹奏楽団である。

The Philharmonic Winds OSAKAN was put together in 1999 as an independent wind ensemble. In June 2006, the ensemble made its first appearance as Japan’s first NPO professional wind ensemble. Since 2011, The Philharmonic Winds OSAKAN has been performing at Jubel hall, which is a municipal concert hall located in Toyono town.

Since their foundation, they have pursued new possibilities in wind music and have received good reviews for each of their performances that eagerly introduce various repertories. In their recording activities, they have released more than 30 CDs recorded in a series named “OSAKAN live collection” or in an independently planed series “Eetoko-dori”, which means selection in Japanese.

In commemoration of their 10th anniversary in 2009, the Philharmonic Winds OSAKAN performed at the No.14 Congress of the World Association for Symphonic Bands and Ensemble (WASBE)(Cincinnati, Ohio, USA), gaining high reputation.

The ensemble has invited a lot of renowned conductors, including Heinz Friesen, David R.Gillingham, Glenn D.Price, Dennis L.Johnson, Mark Camphouse, John Boyd, Jan Van der Roost.

From 2005, the Former Symphonic Master of the Osaka Municipal Symphonic Band, Mr. Yoshihiro Kimura, assumed the post of the Musical Director, from 2011, Orita Nobotta Music Adviser and from 2013, Jan Van der Roost Principal Guest Conductor.

As they approach the wind band world from two points, one from high quality performances and the other from fostering children and students for the future, they are a young and energetic symphonic wind ensemble that attracts attention as they further aim their musical activities for a global scale.
